Can not get sent message in email to send

For some reason email is not being sent. I get the following message when
trying to send it:

The connection to the server has failed. Subject 'Fw: ( THIS IS A TEST )',
Account: 'mail.comcast.net', Server: 'mail.comcast.net', Protocol: SMTP,
Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

I did look at the Comcast link. It was for outlook express and I am useing
windows mail which I am assumeing the setup is pretty much the same. I used
the set up wizard initally but am having a problem making any changes to
windows mail as I can not or do not understand how to run the set up again.
Im sure it so something simple but I can't seem to find it.

The settings are the same for all three e-mail clients.

Don't run any setup wizard. Tools | Accounts | Mail | Properties. Look at
the settings under all of the tabs and make sure they agree with what is
in the link.
