Can not completely uninstall Internet Explorer

Internet Explorer was sending me an over abundance of pop
ups and pop unders any time I went on the Internet. I
installed Mozilla because I had haeard good things about
it's popup blocker. It did not allow popups but Explorer
would come up even though I had not opened it with a popup
whenever I used Mozilla. I decided to uninstall Explorer
but even though I uninstalled, Explorer would still show up
with popups whenever I used Mozilla. So, I went looking
for the executable and tried to delete it manually. I was
able to and was even able to delete the directory where it
was but a few seconds later, it re-generated itself and it
was back. How do I get rid of it completely? I can't
stand the spam.

If the popups are from MS messenger you will still get them.

Are you sure they were from IE and not Messenger Service (not Windows or MSN
Messenger)?
