Can I set up a template that does not default to a text layout?

I have created a template that only includes a background picture. However,
when I hit the "new slide" button it inserts the background picture and
automatically selects a text layout with bullets. I can manually change the
slide to the blank content layout design -- but would prefer if that were the
default seeting. Is there a way to change this ?

I don't think it's possible to set what the default slide layout is when you
press 'new slide'

your best bet is to create a 'blank slide' yourself, (with the blank
layout), then instead of 'new slide' choose "insert > duplicate slide"
