can I get disable Local area connection?

I have and isp dial up connection (that does connect all the time)
But than I have another one with a red X (local area connection)that comes
in my task bar that says network cable is unplugged. I have no other
computers hooked up in the house...just the one with the dial up isp.
Can I disable the local area connection one without interfering with my
computer or connection?

Yes. You can safely disable an unused local area connection.
