Can I do a System Restore from DOS?

Somehow, after installing a piece of software, when I rebooted the machine, WinXP Pro kept going into it's own setup program. It would not go beyond that, so I kept trying different things. Finally, I gave up and decided to to fill out the screens WinXP setup was asking me for and once done and I rebooted again, it locked me out of my pc

1) Is there a way to do a System Restore from DOS o
2) Anyway to disable the username and password screen from DOS or any other way

Run System Restore from Safe Mode.
Press F8 while booting to enter Safe Mode.

Not from DOS - XP has no dealings in real DOS. What I would try first
is a boot, hitting F8 as the BIOS screens go to black to get the menu,
and take Safe Mode - Command Prompt only.

If you can get to that you can run System Restore with the command
C:\Windows\System32\Restore\rstrui.exe

If that does not work, then I fear you are down to the technique in
