can I activate an Outlook contact group by an email?

Greetings,

I use Office 2007 Outlook and have a need to be able to remotely activate a
Contact Group of email addresses at one time. I know how to create a Group
within a Contact.

What I need is the abillity to activate this list from a different program
that sends a message to an email address or phone number. I can assume that
the Outlook needs to be up and running. This system is a city wide Outlook
program, so a server is always up.

Any suggestions or do I actually need to send from an open Outlook program
on a computer sitting in front of me?

I cannot figure out what you mean. Outlook does not use the term "group" in
relation to contacts and you certainly do not activate anything associated
with contacts. Please restate more clearly what you mean.
