Business Day Based Recurring Events

Is it possible to schedule a recurring event on the second to last business
date of the month? I couldn't find anything in the standard options and I'm
open to any solutions including VBA.

Outlook doesn't support that. You'll either need to use a utility
(http://www.websetters.co.uk/WSAddIns/WSRAII/index.htm) or create the
appointments in Excel an import
