burning pictures to disc

I burned some pictures to a cd using windows explorer but they are small when
I view the disc. I tried using re-size, hit save changes but that doesn`t
work. What am I doing wrong ?

If you are trying to save the changes to the files written to the CD, it
won't work because once the CD is written, it cannot be changed.

CD-RWs can be "Re-written" but you have to erase the whole thing and start
over.

I believe DVD-RAM discs can have stuff dynamically added and removed, but I
think the application you're using has to support DVD-RAM in order for that
to work.

Not really. You need to have any writable file system (like UDF). Even
CD-Rs can be
formatted with it. You will not be able to restore disc space (as
written blocks are forever)
but of course you'll be able to append the disc and use it just like
it's FAT or NTFS formatted.
With true random-write media (DVD+RW, -RAM and Blu-Ray) even disc
space will be released :)
