browser - window size and position problem

A web link has re-positioned my window size, if I enlarge
it and exit the browser then open the browser it is back
to the full screen, yet all the links that open new
windows are in the small size. My pop-up program, thinks
that this small size is a pop up and eliminates it.

Is there a way to make every window full screen or even a
custom size of my choice?

IE ver 6
Windows 98 second

Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window last.
