Broken IE and related components

After installing a Direct Access Action Pack copy of Visio
2002 Enterprise my WindowsXP Professional machine seems to
have broken IE.

When rebooting, Yahoo Messenger complained of not being
able to start because urlmon.dll was missing. Outlook was
unable to communicate with the Exchange server. It started
in safe mode and then crashed on exit. IE wouldn't display
a page. It tries to download / all the time.

I copied urlmon.dll from another recently reinstalled
machine (which I found out later he broke the same way with
the Visio 2002 Professional cd from the DA Action Pack) and
registered it. now outlook and Y! work.

However IE is still broken.

Steps taken to try and fix.

Reinstall WindowsXP SP1a
Reinstall OfficeXP Professional SR1
Reinstall IE6 SP1
Reinstall October Cumulative IE patchset

I even tried the IEAK and applying IE6 over the top - which
failed because it is already installed.

This is a big problem and I dont want to have to reinstall
this machine again.

Any help would be appreciated.
