Having looked at the article in a little depth I'm still a
little confused..

My user connects both in the UK and Germany on a 100mbs
network. If i alter the slow link speed value will this
make a difference as the laptop, whichever network it is
on, will think that it is connected at 100mbs. Is it
intelliegent enough to see the 2mb bottleneck and adjust
accordingly??

Take a look at the following article:

You will want to configure the "slow link speed". This
will allow you
to set what the minimum speed to be considered online for
file
access...

If you want the user to be offline when on the 2 MB link, you would
set the slow speed limit above this value. In this case, the system
would stay offline unless you want it to go online and sync. However,
when the client is back on a high speed network, it will remain online
for the whole time...
