borders on my start up window

When I start my computer and I am on the desk top I have black borders on
both sides of my monitor screen and they do not go away. How can I change
that?

Should be a button somewhere on your monitor to adjust its settings
(something like 'H-Size")

Use the buttons on the monitor to adjust the picture to fill the screen.

Try this;

Right click on your start up window, Graphic Options, Panel Fit, Full Screen
(no border)

Can you move your mouse over the black borders? If not, then your monitor's
width and height are low. Increase them.
