How do you know the battery is okay? Voltage alone, especially out of
circuit (i.e., no load) does not indicate capacity to provide the
required current under load. Did you replace it?

If you replaced the battery, it is possible the CMOS copy of settings
are corrupt and you need to reload it from the BIOS values in the
EEPROM. That means resetting to its defaults although you might want to
view the settings before resetting them in case you ever modified them
from their defaults. One way would be to short the 2-pin header on the
motherboard to clear the CMOS table. Another would be to get into the
BIOS and select to use the default set. Depends on what computer brand
and model you have, so follow their instructions in their manual on how
to clear the CMOS table.
