I have both ME and XP loaded on separate partitions on my Compaq laptop
HDD.

In the process of loading XP (several tries) it appears twice on the boot
menu choices. One entry works, one doesn't.

How do I access the boot menu so that I can remove one entry and also
change
the 30 second default boot delay time?

These options are not in the BIOS setup as far as I can see.

Control Panel -- System -- 'Advanced' tab -- Startup And Recovery --
'Settings' button. Then you can either change some of the settings
directly on that tab -- or press 'Edit' button, and edit Boot.ini
manually (but the second way is much more risky if you don't know the
structure of Boot.ini).

Another option is to use msconfig. From Start | Run | msconfig go to
the boot.ini tab. click on check all boot paths. It will offer to
delete the one that isn't working. The boot delay can be changed from
this window as well.
