boot doesn't start programs under startup folder

Suddenly when I boot my Windows XP it's not starting all the programs
it's supposed to start automatically. It's not starting any of the
programs under the Startup folder. Norton Anti-Virus is still starting.

I tried uninstalling a program to see if that would fix the problem.
Didn't fix the problem, but since it was a large program it wiped out
most of my System Restore points.

Is there a way to boot and get a log of what's going on so I can figure
out why it's not starting up anything anymore?
