Blocked addresses in Outlook

An Uncle in New Zealand (I am in UK) has tried to send my husband emails but
they have been returned saying that international addresses have been blocked
by his computer. He has not blocked them; how do we unblock them, please?

Outlook has some settings regarding international blocking here: Actions
menu > Junk E-mail > Junk E-mail options > International tab

Also, check to see if a mail server along the route is bouncing the message
before it even gets to you.
