Blaster patch unable to install

When I download and try to install the Microsoft patch for
worm blaster I recieve the following;

KB823890 Set Up Error
set up could not verify the integrity of the file
Update.inf
Make sure Cryptographic Service is running on this computer

I would appreciate any ideas or help, also when I try to
activate XP firewall icf on advance tab there is no
information indicating that is an option????
