Automatically turn rule off when outlook is open?

I am trying to make a rule redirect email to another account when outlook is
closed. I tried creating a rule in front of the redirect rule that says "On
this computer only, Stop processing more rules" which this is a client side
rule. But when i set that up it stops all rules whether outlook is open or
not. Anyone have ideas?

The only way for this to be done is if your are on an exchange server, as the
server handles the rule for that. Outlook rules only run when it is open,
sorry!

I am on an exchange server, my redirect rule works fine when outlook is
closed or open, but i am trying to just get it to not redirect when outlook
is open.
