Redirecting email in Outlook 2003 - 3 questions

I have created a rule to redirect email to external email addresses.
However, it doesn't seem to be working. Is there something that must be done
on the Exchange server to permit this?

When I try to use the "Run Rules Now" option on this rule, a message is
issued stating the following: Run rules now does not support the redirect
action. Is this a limitation of Outlook 2003 or a restriction from the
Exchange Server?

Please confirm the redirect action should send the email exactly the way it
is received without any format changes. I am a new Outlook user.

Exchange does not allow automatic messages to be sent to the Internet.

I believe that's a limitation of Outlook.
