Automatically creating Outlook 2000 profiles

Hi, I've got a win2k3 terminal server setup with Office 2000 already
installed (using the mst file thing). The server is a member server
in an NT 4.0 domain. How can I set it up so that users automatically
get their outlook profile created?
I tried modifying the outlook.prf sample profile and running

newprof.exe -p outlook.prf

but it doesn't do jack. Is there an easy way to do this?
