Unfortunately this cannot be turned off permanently, but you can create
custom chart types which have the text "Auto Scale" feature turned off and
then apply that custom chart type each time you add a new graph in Office
(it's a Graph thing, not a PowerPoint thing).
Create a user-defined chart type:
1) Insert new graph in PowerPoint (Word, Excel, etc.)
2) Turn off "Auto Scale" for text
3) Chart -> Chart Type... click on "Custom Types" tab.
4) Click "User-defined"
5) Click "Add...", enter name and details for custom chart type and click
"OK"
6) Click "OK" and click outside chart area to end editing
To use the user-defined chart type with "Auto Scale" turned off
1) Insert new graph in PowerPoint (Word, Excel, etc.)
2) Chart -> Chart Type... click on "CustomTypes" tab.
3) Click "User-defined"
4) Select custom chart type you created with no "Auto Scale" of text and
click "OK"
