It's not just the System tab in Computer Properties. This computer really
is running at 575Mhz, according to geekbench and Sisoft Sandra.

In Linux, the system runs at 2ghz like it should, but whenever I boot into
Windows the system is sluggish, games perform badly, and benchmarks return
absolutely abysmal results.

I've disabled cool'n'quiet in the bios, installed cpu drivers from AMD,
re-installed Nvidia platform drivers, nothing has any effect.

What else can I look at?

Well, the problem is fixed.

I tried re-flashing the bios, clearing the bios, tried different hard
drives, and nothing worked.

Finally, in desperation, I removed the cmos batter and disconnected the
power supply for a few minutes.

I re-connected power and battery, problem has gone away.

One of the stranger problems I've ever dealt with.

You have Cool n' Quiet enabled. Do a search on Google for "Cool n' Quiet",
and read about it. It is a good thing!
