"Assign Task" in a public folder task list?

I want to create a public folder task list and assign reviewer rights to 5
company executives. An executive assistant will have owner rights, will
create task items, and then ASSIGN them to one of the executives. They in
turn will update the status, and possibly in turn assign the task to a staff
member. The problem that I am running into is that the "Assign Task" option
does not appear to be available when I create a task list in the public
folder. Is this a problem with rights, or it the capability not available
with a public task list? I am using Outlook XP (2002) and Exchange Server
2000. Thanks.
