Arrow keys will not scroll

Hi, My arrow keys suddenly will not scroll in WIndows XP Pro any more. They move line by line if I repeatedly press them, but if I hold the key down, the cursor doesn't move at all, and when I let go of the key again, the cursor jumps 3 lines or so... This happens on all 4 arrow keys, and it happens in all applications. . It happens in all profiles, and in Safe Mode. The number pad arrow keys work OK (with NUM LOck off)

I have tried with another keyboard, and its exactly the same, so it must be software, not hardware. Have checked drivers etc...I recently replaced the mother board, however this problem was happening before the M/Board replacement, and is still happening now...

I don't want to re-install windows, but can't think of anything else to look at. Has anyone come across a problem like this?

From a previous post:

It seems that the problem was introduced by the Cumulative Security Update
for Internet Explorer.

If you have this problem, maybe the installation of updated mouse drivers
will solve the problem for you as it did for me.
