Archive vs Personal folders

We use Exchange on our mail server and Outlook 2003 on all of our
workstations. Some users are getting the "Mailbox is getting full" error.
In order to relieve space on the Exchange server and save some of the emails
on their local hard drives, should the users save to archive folders or
personal folders?

Either or both. An archive .pst file is just a Personal Folders .pst file that has been set up for use by Outlook's AutoArchive feature.

So just to be sure, if users move emails to the Archive folder, it will
relieve space on the Exchange server?

That's what "move" means -- take it out of one place and put it in another.
