~ appears before file name

When I go to file/open some file names are preceeded with
a ~. What does this mean?

It means you are displaying hidden files and those are the hidden files that
Word creates when working. You need only worry - a bit - if they remain when
Word is closed. In that case see -

You can limit what you see in the File open dialog by changing from all
files - to all Word documents.
