Windows XP Anything is stoping my explorer.exe service

Hi All,

Pls I'm needing help...
I have a Windows 2000 server an is very strange what's happening...
Each time that I start my server all services starts without problem but the explorer.exe service stops once the same was charged...
I have checked for virus or spyware or anything, but nothing strange appears... No virus, no spyware, nothing...
I can't run the Internet Explorer 6.0, the Windows Explorer, I don't have Desktop, then I don't have the Start Menu, then I can't use the control panel to see if I'm having anything that cause this problem.
I tried to install the SP4 again, but I can't do it, the process stops in the middle...
I tried to do all starting the server in safe mode, but was useless...
I want to avoid to reinstall all again...
Pls, can somebody help me ?
Knows anybody how to start the Control Panel from the Task Manager ? Task Manager is the only one thing that I can use to start anything on my server, but I don't have much menu options...
