The modem is auto-answering because some software application is telling it to do
so.

When the modem answers, does it sound like a fax machine? Control Panel >
Printers & Other hardware > Printers & Faxes > right-click on the fax icon and
select properties; click "Receive" tab; UNcheck Enable device to receive and/or
enable manual answer.

If, instead of sounding like a fax machine, the modem sounds like it's attempting
to establish a dial-up connection, the culprit is something else. You can try
setting the modem's initialization string to turn off auto-answer, but you may
have some application that turns this feature back on (most default modem
initialization strings have auto answer off).

To turn off autoanswer you need to send the s0=0 command to the modem (s0=1 turns
autoanswer back on) as follows:

Control Panel > Printers & Other Hardware > Phone & Modem Options > Modems >
Properties > Advanced

and then, in the window for extra initialization commands, type s0=0 (those are
both zeros)

OK your way out.
