After System Restore AD Users & Computers broken

I was instructed to run the System Restore utility by the tech support group
of a major PC manufacturer due to a technical problem I was experiencing. It
went well, except for the fact that I now cannot run Active Directory Users
and Computers. Error message says - "MMC cannot open the file
C:\WINDOWS\system32\dsa.msc.

This may be because the file does not exist, is not an MMC console, or was
created by a later version of MMC. This may also be because you do not have
sufficient access rights to the file." OK button closes error message.

I've uninstalled and re-installed the Windows Server 2003 Service Pack 1
Administrator Tools. No go. Does anyone have any ideas on how to fix this?
TIA.

Since this is an Active Directory issue, you may get a more informed
response if you post to one of the many Active Directory newsgroups.
