Advanced Tab in User Accounts Missing--Windows XP

Microsoft Knowledgebase Article 308226 talks about
enabling the secure logon sequence. However when I
follow the procedure and open up User Accounts there is
no "Advanced" Tab. There is no tabbed dialog box of any
kind. It seems to come up in a non-classic view.

I am logged on as Administrator, so I don't know what the
trouble is or how to change the view of User Accounts to
Classic view. The control panel is already showing in
classic view.

Does anyone know what registry key turns on the secure
logon sequence in XP?

The Help and Support text and the KB article are in error. Click Start, Run
and enter CONTROL USERPASSWORDS2 You'll see the Advanced tab they're
referring to there.
