Administrator Account can't install software

I am working with a guy who has a Toshiba laptop which he recently upgraded
to XP Pro from XP home. This is a stand-alone system and not part of a
domain. He tried to install Zone Alarm using his logon account, which is part
of the administrators group. It told him he did not have sufficient
priveledges. I logged in with the actual administrator account and got the
same error. I also tried to install AVG Anti-virus and got a similar error
stating that I did not have sufficient access. I have never run into a
problem installing software using the admin account before.

Any ideas before I re-install XP on this system?

Open Local Security Policies and check for any restrictions or
omissions for the Administrator class of users.

I had similar issues with ZA, it involves the actual folders that ZA creates,
he needs to uninstall any and all versions of ZA on his pc, do a search for
zonealarm throu out his entire pc and delete all files/folders, then reboot,
redownload and attempt the install.

Trying to install an older version over a newer one can sometimes do this,
also Zone alarm pro (the latest version) is a major resource hog. I
understand you didn't mention ZAP but I thought I'd mention it.
