admin can not change the system time

not admin neither other users with admin rights cannot
change the system time : error :"you do not have the
proper privilege level to change the system time".
creation of new profile didn`t help.

Check the Local Security Policy for effective settings for the user right to change
system time. You may need to add the administrators group to the appropriate security
policy under security settings/local policies/user rights if it is absent. -- Steve
