Addresses in Outlook Address Book not being recognized

When I try to create an email and click on the "To" to select an address, I
get the following message: "The address list could not be displayed. The
Contacts folder associated with this address list could not be opened; it may
have been moved or delete, or you do not have permissions."

When I click on the "Contacts" button in the Folders bar, it lists all my
addresses.

I have Office 2003 ... And, yes, I did try to find a match to my problem but
could not find anything that worked ... The solution you provided did not
work either ...

A bit of background: I had to do a full wipe/install/restore process ... I
had backed up all my personal folders using the Backup option in Outlook ...
I was able to open the contacts folder once it was back in Outlook and all my
addresses show when I open the Contacts folder -- I just cannot access them
when trying to generate an email .....

If it isn't listed, add it and close and restart Outlook. If it is listed,
then remove it and close then restart Outlook and repeat these steps to add
it.

For Outlook 2007, you add and repair the address book service using a
different steps:
Tools > Account Settings > Address Book Tab. Is the Outlook Address Book
present? If it isn't listed, add it and close and restart Outlook. If it is
listed, then you can no longer repair this service by removing and re-adding
it. Instead you must create an entire new Outlook profile from scratch and
add the Outlook address book service to it.

I am sorry but you do NOT know what I have and have not tried on my end. I
HAVE tried everything that came close to being a discussion/solution for my
problem and NOTHING works that is provided here for the 2003 version!!

Then you need to TELL us in DETAIL what you have done.
"I have tried everything" is so vague as to be useless.
Remember - NO-ONE here can see your computer.....

I am sorry but you do NOT know what I have and have not tried on my end. I
HAVE tried everything that came close to being a discussion/solution for my
problem and NOTHING works that is provided here for the 2003 version!!

Start by right-clicking the Contacts folder, choosing Properties, selecting
the Outlook Address Book tabe and examining the box labeled "Show this folder
as an e-mail Address Book". What do you see?

The box is checked and, in the "Name of the address book:" box is "Contacts"

Is the box selectable or is it grayed out?

Open your Contacts folder and open one of the contacts that you believe isn't
showing properly in the Address Book interface. Examine the E-mail field. Is
the adddress underlined? If you double-click the address, what do you see?

If you open the Address Book interface and click the "Show names from the"
dropdown, can you find "Outlook Address Book" and under that, "Contacts"? If
you choose Contacts, do you not see the contact you examined in the prior
step?

The box is selectable and checked ... Yes, "Contacts" is showing in the "Name
of the address boodk:" block ....

None of the addesses in my Contacts folder are showing when I try to send an
email and click on the "To:" button ... I opened one of the entries and, yes,
the email address is underlined ... When I dbl-clk on the address, I see the
entry name with the email addr in parens; the email address in the next
field; in the E-mail type field, SMTP is showing but grayed; in the Internet
format: field, "Let Outlook decide..." is showing ....

Nothing shows when I click on the interface dropdown ... When I go to the
next step, there are two files, both named Contacts showing -- The first one
is blank; the 2nd one shows my addresses .....
