Add Restart button to Start Menu

Is there a way to add a restart button in the start menu? I know it is
possible to remove the shut down button, but I just want users to be able to
restart the computers, not just log off.

Create a shortcut with this target

SHUTDOWN -r -t 01

and put it wherever you want it: on the desktop, the start menu,
etc.

Not that I know of, but perhaps somebody else knows a way.

You can create the shortcut as already suggested and pin it to the start
menu. This will put it in the area above the frequently used programs list.
I placed the shortcut in the quicklaunch toolbar. Maybe one of those places
will work for you.

Yes, as I suggested. There are many places to put it. But as far
as I know, there's no way to put it where he wants it.
