Add Remove Programs will not open

I have a Windows XP Home Edition system with SP2. The Add/Remove programs
will not open and the Internet Explorer will not open certain sites (blank
page) such as the Window Update. How do I repair this problem or even
reinstall the Internet Explorer. I have already tried the "sfc /scannow" and
that did not do anything. Thanks.

Hi,

Try switching to the XP default theme. If that doesn't help:

If you are using any HTA blockers, it will cause this behavior. If per
chance this is the
case and you are using HTAStop (as an example) enable HTA applications.

Either way: Go to Start/Run and type in: regsvr32 /i mshtml

Added info:

Add or Remove Programs tool appears to stop responding after you remove the
security update that is documented in Microsoft Security Bulletin MS04-015

I checked for the existence of the security update and it is not located on
the system.
