ActiveX Message

I have a custom activeX control that I use in my help system. The control
is registered as safe during the program installation, but some users are
reporting that they get the following message when opening up the help
system:

An ActiveX control on this page might be unsafe to interact
with other parts of the page. Do you want to allow this interaction".

Changing the security settings does not seem to do anything. I did not see
this problem before IE6. Any ideas of other things I could check?

FWIW I had some trouble with my Help (on XPsp1, ICIM)
apparently as a result of installing 818529. It references 811630. Reinstalling that and reregistering hhctrl.ocx were enough
to fix my symptom (which was exactly as described by both articles).

I tried to find out if this regression of 811630 was a known problem
but so far it seems to be uncommon. I suspect WU; before I was
aware of it the download phase was over and it was into the install
phase; so IE windows which I had been intimidated into not closing
("Are you sure? You might lose track of this!" or some such)
were still open when the install phase occurred. That happened
in spite of my AU preferences being set to request prompts for
both phases. More proof of inconsistencies between WU and AU.
