ActiveX Component can't create object

When I try to run Switchboard wizard or Link Database wizard I get the
following error "ActiveX Component Can't create object" (No error number).
I have MDAC 2.8 RTM version installed running Office 2003 on an XP box.
Should I have a different version of MDAC? or perhaps I have a missing
library?
Any Ideas are more than welcomed.

To check whether you have a library missing In the VBA editor - go to
Tools -> references. It will be marked as MISSING: the library name

This is the URL that will check if any MDAC components are missing.

b) Are you sure you have the correct libraries selected in your references?
i.e. which line is the error on? If it is on something like
Set dbs = OpenDatabase ' then do you have a reference selected for DAO
library
