Installer Cleanup Utility Will not install. Error 800A01

MDAC 2.8 SP!

msiccu2.exe generates the following error

Error: ActiveX component can't create object: 'Scripting.FileSystemObject'

Source: Microsoft Vbscript runtime error

Installer cleanup is only about 5 yrs old,never updated,its obsoleteee.
