ActiveX appears to be blocked or not functioning

Need help in activation of ActiveX, all tests indicate that my activex is
not running. All known firewalls, AV and blockers have been disabled, All
IE6 settings on security and privacy set to low, and everything is set to
enable. Any suggestions on how to reactivate ActiveX in IE6?
