Manage Addons icon appears in status bar when installing an ActiveX control from a particular websit

IE6 SP2
Windows XP SP2
(All updates installed including June updates)



Installing ActiveX control is fine with the exception of one site, when
after clicking on the Information Bar to start installing the ActiveX
control, the Manage Add-ons icon appears in the IE Status Bar with the
Tooltip saying I have blocked or disabled the control. The problem is I
have done neither since the control is new. What is the cause of the
problem and how do I "unblock" it so I can install the control?
