Active X Controls Problem

Hi,
We are getting the following message when we try to run an
Symantec online virus scan on our Windows 98SE computer:

"Microsoft Internet Explorer
Your current security settings prohibit running active X
controls on this page. As a result, the page may not
display correctly"

We also have a Windows XP Home computer home networked
with the Windows 98 SE computer (Wired cable modem with a
D-link Broadband Router).

We have IE 6, SP1 on both computers and the security
settings are the same on both.

We can run the Symantec online virus scan OK on the
Windows XP computer but not on the Win 98 computer.

We also tried to run an RAV AntiVirus Online Virus Scan on
our Win 98 computer but we get the same message as above.
The RAV scan will run on the Win XP computer.

Does anyone know what would cause this problem?

Thanks.

.
What's odd is I have the same security settings on my Win
XP and my Win 98 but the Win XP works OK.
I tried repairing IE6, SP1 and I also reinstalled it on
the Win 98 computer but that didn't help.
