I am getting the error message while I try to edit group
policy THE DOMAIN CONTROLLER FOR GROUP POLICY OPERATION IS
NOT AVAILABLE. I tried restarting TCP netbios help service
and it is set automatic, file print sharing is working but
it does not seem to work. If anyone come accross the same
problem before plese let know what to do.

In order to troubleshoot, I suggest you to follow the troubleshooting steps
mentioned below:

Net Stop Dns
Net Start Dns
Net Stop Netlogon
Ipconfig /flushdns
Net Start Netlogon
Ipconfig /registerdns

After performing the steps mentioned above, I suggest you to reinstall the
File and Print Sharing Services and check if the problem persists.
