Active Directory Installation Failed

I am attempting to create a second domain controller for
my network. After accepting my input, dcpromo begins
running - but fails with this message:

The Directory Service failed to create the server object
for CN=NTDS Settings, CN=IPS-W2K-SERVER, CN=Servers,
CN=Default-First-Site, CN=Sites, CN=Configuration,
DC=PHXCNSLTGRP, DC=local on server w2kserver.
Please ensure the network credentials provided have
sufficient access to add a relpica.
"A Service Principal Name (SPN) could not be constructed
because the provided hostname is not in the necisaary
format."

What gives?

Are you using an account that is a member of the
Enterprise Admins group? How did you enter the username
and password. Normally, it would be
phxcnsltgrp\administrator and then the password.

Also, just a general question: is DNS already configured
in TCP/IP on this machine?

I am using an account that is a member of the Enterprise
Admin Group. I am entering the username and password as
you advised. DNS is already configured on both machines.

This is currently a test lab - just 2 servers back-to-back
using a crossover cable.

dcdiag indicates w2kserver failed test kccevent (global
catalog issue); and w2kserver failed test systemlog (DNS
proxy agent unable to bind to ip 192.168.0.1 (w2kserver ip
address))

Do these 2 errors shed any light on what is wrong?
