I must to say that I am not sure whether a repair install will restore the folder. It is possible you have to format and perform a clean install. In any case, you can try what is stated in the article.
As an Administrator with the drive slaved in another pc or via a
parallel installation one should be able to restore the folder, assuming
that it's in the Recycle Bin? I didn't think it was possible to
"remove" the Windows folder...

want to contact the manufacturer/vendor regarding the recovery process that
is provided by them.. You should place the drive in a working computer as a
slave and recover whatever important files and documents as may still be
present, ie music, pictures, text documents etc..
