Accidentally Rearrange Menu Commands - Attempt #2

[Sorry for the blank posting.]

I had something really odd happen and I don't know how to undo it. I'm
using Outlook 2003. Somehow I got into some mode such that when I
picked a menu item (File, Edit, Tools, Actions, etc.) the pull down
didn't open up showing the commands underneath it, but rather the
cursor turned into a '+' sign - and I was able to drag the menu item to
another part of the menu bar. By the time I understood what was going
on I'd moved a couple of things and right now my menu bar is like this:
Actions File Edit View Go Tools Help Actions

I understand how I can remove commands from the pull downs, but I can't
figure out how to 1) remove the menu command itself - such as the first
Action menu and 2) how to get it back into that weird mode again to
move Actions back to where it belongs - between Tools and Help.

Can anyone help?
