Access won't release database

I have a Access database on the network. everyone is loged off but I cant
get it to open in exclusive mode

Is there a way around this problem

Can I force the Database into exclusive mode?

Check your network permissions for the directory the database lives in. You
need read/write/modify in order to allow the LDB file to be created. Without
that file, Access cannot esablish proper database security.
