Access is Denied?

I am using Windows XP Home Edition. I had a user account that was password
protected. After a system restore, the actual account was deleted. I am
trying to access my documents file, but it just says access is denied. My
brother had an account that was not password protected, and his documents are
still there. How do I get access to my files?

You need to take ownership of that file/folder :

Yes, I tried all that. I am logged on as a computer administrator, but when I
bring up the Properties for the folder, there is no security tab.

Yes, you are right. AND if you want to use Security tab in Normal mode, take

Take Ownership of the files/folder. From Start | Help and Support search on
ownership, or see this article.

For XP Home you'll need to boot into safe mode to do this.

You have to read CAREFULLY.
The links explain quite clearly the pre-requisites and situations you might
face.
People need to learn to read and comprehend things more completely before
jumping to conclusions.

In the link given:
"... If you are running Microsoft Windows XP Home Edition, you must start
the computer in safe mode, and then log on with an account that has
Administrative rights to have access to the Security tab ..."
