Access denied

I had to reinstall windows again without uninstalling the
old version. The problem is i cant access my old files
which were password protected. i cant open my personal
folder in the documents and settings folder. what can i
do to be able to open this folder or copy my files into
my new personal folder? please help. thanks

Thanks Steve.

All File permitions are in place and able to access all
drive content. Now just to remember the password for
9 .pst files for outlook
