Access 2007 Save As Not Working

When I try to save an access 2007 database as a 2003 database I do not get a
save as dialog, nothing happens.

I need to downgrade the database so I can run a legacy tool against it.

Any help would be appreciated.

So when you click the Office button what do you see? I have no problem with
this. Is your Access project set up with limited menus and opens to a form?
If so, hold down shift key when you open the project. This will override
these project settings and you can edit anything.
