Access 2003 Exclusive Access

Hello!
I have Admins access to my database, but if any body is using the database
and I want to open in design view a form or report to change, I get this
message "You do not have exclusive access to the database at this time".
I didn't have this problem with Access 97.
Thanks for your help.

All versions after Access 97 require that the file be opened exclusively to
make design changes.

As George points out, you've needed exclusive access to make design changes
since Access 2000.

However, that shouldn't be an issue. All applications should be split into a
front-end (containing the queries, forms, reports, macros and modules),
linked to a back-end (containing the tables and relationships). Only the
back-end should be on the server: each user should have a copy of the
front-end on his/her hard drive. In that way, you can make changes to your
heart's content, redistributing the new front-end when you're satisfied.
